Description of Work
This is a temporary position and there are no leave or retirement benefits offered with this position. This temporary position is home-based.
The Operations Support Team (OST) provides training, technical assistance, and consultation to staff of all 100 local county departments of social services who work in programs to deliver services and benefits to families and children who are experiencing economic and family crisis.
The primary purpose of this position is to assist the county departments of social services in the administration of Medicaid, which is one of the multiple means-tested programs that provide services for all families served at the county level through the NC FAST system, i.e. Work First, Medicaid, Food and Nutrition Services, or Subsidized Child Care Services. County DSS business flow process, program consultation, policy interpretation, program technical assistance, policy training and NC FAST technology assistance is provided to ensure that policy is uniformly understood and executed, and that corrective action is accomplished for exceptions. In addition, multi-program management consultation is provided.
Most of the necessary functions are carried out in visits to the County Departments of Social Services, individual conferences with Income Maintenance Program Managers and Supervisors and County DSS Directors or in group meetings. There is also contact with applicants and recipients, with partner agencies and with specific program service providers.
Job Specific Responsibilities:
- Provide oversight of county administration of the multiple means-tested programs that provide services for all families served at the county level through the NC FAST system and to ensure that all benefits are issued in a timely, accurate, and efficient manner.
- Ensure program compliance and promoting program improvement.
- Develop corrective action plans with the county as needed, and monitor and evaluate the corrective action plan, and provide feedback to the county regarding performance. Identify, coordinate, and deliver needed training in policy across programs and NC FAST procedures and functions, supervisory skills, resource management methodology, customer service principles, interviewing skills, etc.
- Complete county visit and activity reports, activity summaries, letters to directors of social services departments, and other correspondence as assigned.
Hourly Rate: $28.00 to $34.00

Management prefers applicants with the following:
- A valid NC driver’s license for travel is required for this position.
- At least 3 years of economic benefits (Medicaid, Work First, or Food and Nutrition, etc.) experience in a supervisory or program management capacity, preferably in a Medicaid program.
- Working knowledge of county social services program policies.
- Knowledge of program and services funding to advise counties. Understanding of adult learning principles.

Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.
