Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $67,672 to $107,323, based on the candidate’s qualifications and experience. WHO WE ARE The Montgomery County Police Department (MCPD) is made up of approximately 1,300 sworn officers and approximately 800 support personnel. The Police Department was established in 1922, and today is responsible for providing service to a County with a population of over one million people. WHO WE ARE LOOKING FOR • Has knowledge of the operations, rules, regulations and procedures related to a law enforcement agency and its operations, practices, and information management systems. • Has extensive knowledge of crime analysis and criminal investigation principles, techniques, and procedures. • Has knowledge of the methods and techniques of fact finding, analysis, and resolution of problems. • Has knowledge of computer operations and relational database structures and files management and spreadsheet applications. • Has substantial critical and creative thinking skills. • Can apply logic and sound judgment to all aspects of job duties. • Can self-manage time and complete competing tasks effectively and efficiently. • Is detail oriented. • Has experience searching, compiling data and preparing technical reports, recommendations, correspondence, and presentations. • Can conduct statistical analyses and interpret reports to determine crime trends, patterns, series, and predictions and draw sound conclusions. • Can extract pertinent information from law enforcement reports and databases, manipulate data sources using crime analysis software, GIS mapping software, law enforcement and intelligence databases, statistical analysis systems, and other applications. • Can effectively communicate orally and in writing to exchange and/or present information to law enforcement personnel. • Can develop and recommend improvements in procedures from data studies and lessons learned. • Can learn and operate emerging technologies/software related to crime and intelligence analysis. • Can establish and maintain effective working relationships with others. Applicants must have the ability to: • Pass a comprehensive background investigation conducted by the MCPD. (8 week process) • Pass a medical examination. Employee will be responsible for collecting, collating, analyzing and disseminating law enforcement related information occurring within Montgomery County Duties include: • Extracting pertinent information from law enforcement reports and databases. • Manipulating data sources using crime analysis software, GIS mapping software, law enforcement and intelligence databases, statistical analysis systems, and other applications. • Analyzing data to determine tactical and strategic patterns and trends using various types of analytic software; using internal and external information sources to develop suspect pools. • Processing requests for crime/law enforcement related information from internal and external customers. • Creating graphic aids to include maps and charts. • Providing information on identified patterns to Departmental staff. • Researching and preparing comprehensive technical reports and correspondence using a variety of software applications and presents to Department staff in written and oral formats. • Coordinating the exchange of information with law enforcement personnel or public government entities both inside and outside Montgomery County; and performing other related duties as required. Experience: Three (3) years of experience in a law enforcement, criminal investigation or field directly related to the assignment. Education: A Bachelor's Degree with a major in computer science/information systems, statistics, police science, criminal justice, criminology, sociology or a closely related field. Substitutions: An advanced degree and/or additional experience in the use of databases and sophisticated analytics tools, geographic information systems (GIS) and software similar to that used by the County in conducting crime analysis may be substituted for experiential or educational requirements. 1. Experience collecting and collating crime data and performing spatial and temporal analyses that result in the identification of patterns and/or trends utilizing various law enforcement information management systems (e.g., Computer-Aided dispatch systems, Records Management Systems, and other databases containing relevant investigative data). 2. Experience with the criminal justice system, including an understanding of criminal investigation techniques and law enforcement investigation reporting procedures. 3. Significant experience with advanced skill in the utilization of information technology tools, (e.g., Microsoft Office products such as Excel, Word and PowerPoint, desktop publishing, Oracle, Microsoft SQL Server Reporting Services, Microsoft Power BI), to create reports, spreadsheets, graphs, charts, maps, crime alerts/bulletins, and tables. 4. Experience using analytic tools and software programs for the identification and display of patterns, trends, hotspots and other analytic products (e.g. ESRI platform and/or other mapping software, link analysis programs such as i2 Analyst Notebook, LexisNexis tools such as Accurint and/or Accurint Virtual Crime Center). 5. Experience presenting and disseminating statistical and analytical data both in oral and written communication formats, to diverse audiences.
